Utilization planning: time equivalency to estimation values

Why is this change being made?

In an effort to better understand our planning and estimation processes. I wonder if we can also make an estimation on the amount of time a more heavily weighted estimation value might take. Our average weight over the last 115 closed issues is 1.8

This MR proposes some loose equivalency between a weight of 5 generically and 5-10 days to complete.
