Update CS Programs Handbook to Show NPS Changes

Changes have been made to the NPS Survey email programs, as seen here, and we need to document the changes in our team handbook.

Why is this change being made?

Need to document the changes made to the NPS Surveys as we are now utilizing both Time- and Usage-based triggers for NPS Surveys. I've omitted the individual programs created and focused on the new timing of the Post-Onboarding campaigns and modified some grammatical errors in the CS Programs page itself.
