Why is this change being made?

@nmccorrison removing the FE department entry for you. This counts you as a FE engineer, which makes it look like Threat Insights has 14 engineers https://about.gitlab.com/handbook/product/categories/#threat-insights-group

As a followup, you could add Govern:Threat Insights Fullstack Navy Team or similar for yourself and your reports if you want to.
