Why is this change being made?

The acquisitions handbook was shared on Hacker News, with a question raised about "Stage leaders". https://news.ycombinator.com/item?id=34866901

While writing an answer, I figured that the link into the product DevOps stages handbook is missing. This MR adds the handbook reference URL.
