Update project to use Ruby 3.0.5 and Node.js 16.19.1 for local installs
Why is this change being made?
The version of Ruby currently used by the CI/CD pipelines for the project is already at 3.0.5: https://gitlab.com/gitlab-org/gitlab-build-images/-/blob/adf22e713a4ac10a84545a9ef3cdbb95dfca183f/Dockerfile.www-gitlab-com-debian-bullseye-ruby-3.0-node-16#L8.
The version of Node.js is earlier, but quite out-of-date. This MR would bring local installs a bit more up to date.
To validate:
- Check out branch. Make sure the local dependencies are installed.
- Run
bundle exec rake build:all
