Add Jörg Heilig as maintainer of Eng pages

Why is this change being made?

Jörg Heilig is our Interim CTO, Ashley Kramer has transitioned off of Acting CTO responsibilities, so we would like to replace her name with his. The reason why is for clear communication with our team and others seeking information about our CTO org.
