Updated the hackerone process to include leaked PII

Why is this change being made?

We did not have a documented process for handling leaked PII, which should be handled differently from normal reports from HackerOne.

It also changes the language in the leaked secrets section, and has removed the line about making MRs confidential as this is not possible.
