Draft: Update Sales Order Processing page to account for VC to Risk Rate transition

Why is this change being made?

1. The Sales Order Processing page currently refers to Visual Compliance and the related process; both need to be updated to refer to Risk Rate and to account for any process changes;
2. Details about our sanctions screening process have been moved to the internal handbook page via this MR, so we have to delete much of this language. I'm keeping the content/internal handbook link that you see for anyone who was accustomed to finding the information here but will consider deleting it at a later date or moving it up to the section that talks about working with Legal.
