Why is this change being made?

This change adds information on the working time regs and the opt out agreement/side letter to the UK entity specific policy page. This provides a fuller explanation than is possible in an onboarding issue task. It includes a link to the agreement (added)as an alternative route/option to sign separate to the onboarding issue request.
