Fixing hyperlinks in the CSM's Handbook

Why is this change being made?

Completing an assignment in Lesson 7 of the GitLab Team Members Certification course: make a contribution to our team's handbook page.

The hyperlinks in the html block (table) are written as markdown, causing them to render as text. This fix changes the format from markdown to html in the concerned block.

Also, a sentence had single quotes using different characters for opening and closing. The first commit modifies the closing single quote character to make it consistent across the page.
