Add deprecation of "File Type variable expansion in .gitlab-ci.yml" to 15.5

Why is this change being made?

The original announcement of this deprecation was merged after the due date for the 15.5 release post and was not subsequently added.

This MR adds the listing and links to the entry in our Deprecation docs.
