Lower the barrier for escalating CoC violations

Why is this change being made?

This is following my suggestions in this discussion and goes along with gitlab-com/marketing/digital-experience/buyer-experience!1653 (merged).

The intended goal is to lower the barrier for SEs to call out CoC violations and encourage them to loop a manager in rather too soon than too late. The text in those items already suggested that this is fine to do, but emphasisizing "language" as well as "threaten or harass" made this a harder barrier to cross than it should be from a psychological safety point of view.
