Updating some language to improve clarity and support Enterprise activities

Why is this change being made?

Some of the passenger instructions were not as applicable to all enterprise SAs, so added additional context to assist with the process.

For example, Review the SA Triage Issues Checklist has not historically been an enterprise resource and will be a FY24 concept for a subset of enterprise SAs.

Also, attempted to update some areas for clarity.
