Update Privacy Questions for Tech Stack Add MR

Why is this change being made?

To better align with current practices performed by the Privacy team. These changes will enable faster triage of Tech Stack MRs and leverage existing documentation where possible. Also changing default Sec Risk engineer assigned from @kylesmith2 to @ndevarajan.

Author Checklist
