Add issue support message

Why is this change being made?

Adds a support message to the handbook instead of relying on pointing to Text Blaze. Not all team members have access to the Text Blaze account and the support message should be documented in the GitLab handbook itself. This MR also rewrites the existing Text Blaze support command.
