Add Marc Saleiko as GitLab backend reviewer and update expertise and story

Why is this change being made?

Right now I did a bunch of reviews for the gitlab project, so I want to reflect that by becoming a backend reviewer for the gitlab project. I will do this on a reduced capacity and foremost for Service Desk related MRs and other incubation engineering MRs.

Additionally I added a short story and updates the expertise sections.
