Update to Cookie Policy to include GPC statement

Why is this change being made?

We have recently enabled GPC recognition, which is a requirement under the new California and Colorado privacy laws. Our Cookie Policy did not have any information on GPC previously and we want to distinguish our limited recognition of GPC versus our broader recognition of DNT signals.
