Add restart after provision common resolved bug

Why is this change being made?

A common provisioning bug, that has already been resolved, has been brought up again. Let's add this to the Common Provisioning Bugs (resolved section). This will allow us to link directly to this issue, in addition to supporting evidence as to when the bug was addressed.

Author Checklist
