Update URLs to direct to appropriate issue template and remove deprecated risk assessment process

Why is this change being made?

URLs for linking to Vendor Review issues were directing to deprecated issue template. Updated URL will reflect current process. Also need to review this Handbook page for validity as the risk assessment process described on this page is not what's used by the Security Risk team when assessing risks associated with a vendor.
