Update Manage CODEOWNERS

Why is this change being made?

Updating the Codeowners file for Manage to reflect some recent changes. Some handbook pages were not listed, so I think the default is to list people from next closest file up the hierarchy. Adding them in should fix that and make it more specific. Also swapped Urvi for Melissa.
