Add new maintenance subtype for MR type Maintenance

While working on MR for the issue #381492, I realized that none of the existing merge request subtypes for the merge request type maintenance suitably relates to the changes done on that MR. So a new MR subtype: housekeeping is being proposed here to refer to the changes relating to logging details, calculating time delays between batch operations etc.
