Link to "Features by group" page as SSOT

Why is this change being made?

We currently have both a "Other functionality" section on https://about.gitlab.com/handbook/product/categories as well as "Features by group" (https://about.gitlab.com/handbook/product/categories/features) page. The content is almost identical, except that the "Features by group" page is significantly larger and more detailed.

Instead of two areas with similar content and reason to exist, we should rather have just one SSOT.
