Default MR template should assign to the author of the MR (www-gitlab-com)
Why is this change being made?
There was a period of time where MRs were assigned to the creator by default (see gitlab-org/gitlab#355753 (closed)). This was rolled back globally as it was counter to how some organizations worked (see gitlab-org/gitlab#355753 (comment 924886933)), but was useful here at GitLab.
I've noticed many MRs where the assignee is left blank because folks don't realize they are unassigned by default. I think it would be helpful to have the default assignee of MRs created for www-gitlab-com
using the default MR template to be the creator, so adding that in here.
