Point to the SSOT for characteristics of Alpha, Beta, Limited Availability, and General Availability

Why is this change being made?

Alpha, beta, and GA information is listed in the handbook here: https://about.gitlab.com/handbook/product/gitlab-the-product/#alpha-beta-ga

It is also listed here: https://docs.gitlab.com/ee/policy/alpha-beta-support.html

This MR maintains the internal guidance to PMs, but removes the characteristics of those types of features. Because the characteristics have user-facing value, they should be contained in the Docs and maintained there.
