Align Product OKR timeline to sync with CProdO

Why is this change being made?

Both the CEO and CProdO will have annual objectives moving forward. This enables us to shorten and simplify the Product Division timelines for OKR drafting in this MR and provide clear collaboration points for shared OKRs with Engineering.
