Update Channel Partner handbook bullet margins and add a quick link to Definitions and Qualifications higher up on the page

Why is this change being made?

The definitions of Partner Sourced and Co-sell are at the very bottom of the page, so not easily find-able so added a sentence adding a quick link so users can see it closer to the top of the page.

In the Partner Sourced section, the additional paragraphs were not aligned correctly, fixed that.
