Use release-post-build for automated content assembly

Why is this change being made?

In order to move toward better test coverage of the release post automation tasks, this MR switches the release post content assembly task away from a rake task to an easier to read and test script.

• Updates the pipeline
• Updates the token used by the script
• Removes the assemble task from the release post rake task
