Add using Pajamas and usability to the definition of an MVC

Why is this change being made?

The MR is modifying a current section based on the Product handbook contribution guidelines.

Business case

Right now in FY23, we are making our usability better with the Product Investment Theme of Improve Product Usability. This has evolved into the FY24 theme of creating a World-class DevOps experience.

Looking at these investment themes, as the PM for Design System and Navigation, I've been trying to think of ways to contribute to the product handbook in ways that will bring alignment around goals for useability.

The case for consistency

We've already added Pajamas usage to our definition of done in our GitLab Docs.

So with this MR, I want to bring it to the product handbook as a reminder and set a bar here too.

Our definition of an MVCs is evolving to match our business needs

This MR talks about MVCs and their relation to Pajamas when the product manager is defining the MVC. Sid made an interesting point in the 2022-09-28 iteration office hours reflecting our move to increase useability and SUS. This involves changing the definition of MVC to include base-level adoption of Pajamas and usability.
