Add Toggl as Option to Track Time in Browser

Why is this change being made?

Adding Toggl option to prevent the inefficiencies that would occur when team members try to log in their time in ADP throughout the day, due to needing to log in through Okta and the multiple clicks to get to and use their timecard. A time tracking browser app is an efficient option, and I have tested it and I find it extremely useful.
