Allow expensing of cell phones for on-call

Why is this change being made?

With the introduction of Okta for accessing Slack and other internal services, it is becoming more difficult to have personal and work items in one device. Additionally, with an increasing need for separation of work/personal on company owned devices, people on-call might be specifically targeted by malicious actors given their possible exposure to sensitive systems.

This MR proposes expensing work phones for on-call, up to the cost of the last generation of iPhone.

Currently, with iPhone 14 being the latest generation, this would mean that we would be allowed to expense an iPhone 13 worth of cell phone device.
