Add more info to Kapok SGG handbook page - AMER processes

Why is this change being made?

I am adding some information about Kapok AMER's processes. We haven't codified these in any meaningful way as of yet, so this is an MVC attempt at doing so. Feedback is welcome!

Author Checklist

• Provided a concise title for this Merge Request (MR)
• Added a description to this MR explaining the reasons for the proposed change, per say why, not just what
