Update Pipeline Authoring to be a marketing category

Why is this change being made?

Per Product#5180 (comment 1195580295)

I believe we need to update PA to become a marketing category for the following reasons

• Pipeline Authoring had significant growth in MAU GMAU. Increase the awareness could generate additional growth
• It helps to promote our solutions to potential customers. many of our users are still not aware to the available features in the pipeline editor
• Differentiate from other competitors by promoting the existing solution (Pipeline Editor) and future solution (CI catalog)
• Secrets management is a priority
