[DRAFT] Add CEO KR Criteria and edit process

Why is this change being made?

This MR is the result of OKR Champions group feedback on ways to improve CEO OKRs. Adding these criteria should align OKRs to company strategy and to financial plan. This change also makes OKRs a better tool for addressing the top things we need to do to be successful as a company
