Draft: Support multiple TWs in handbook categories

Why is this change being made?

We're splitting groupdistribution between Evan and me, so we need to show both of us in the categories page.

How to test:

• https://axil-support-multiple-tws.about.gitlab-review.app/handbook/product/categories/#distributionbuild-group - Axil and Evan Read should be listed in Tech Writers.
• https://axil-support-multiple-tws.about.gitlab-review.app/handbook/product/ux/technical-writing/#designated-technical-writers - the "Assigned technical writer" column should correctly list the Tws.
