Replace regex redirects with exact match

Why is this change being made?

This MR is just a temporary workaround to fix the current broken master (example of job failing). We apparently just hit a limit on the number of regex redirects allowed by Fastly (1000).

The ~ operator has been replaced with = for the last additions to this redirects.yml file. It should work the same, as we don't use the index.html URLs (example: https://about.gitlab.com/job-families/engineering/application-security/ and not https://about.gitlab.com/job-families/engineering/application-security/index.html).
