Add mention of incubation projects

Why is this change being made?

We discussed the topic of Technical Writing MR reviews for features that are part Incubation projects in Slack. This MR adds clarification to the Technical Writing Reviews section to clarify that docs for Incubation features should be treated the same as docs for features that come from Stage Groups.
