Remove recommendation to use a deprecated project
Why is this change being made?
The page at https://about.gitlab.com/handbook/engineering/gitlab-repositories/ lists as step 5:
In the inventory builder project (https://gitlab.com/gitlab-com/gl-security/engineering-and-research/gib/-/blob/main/README.md), the README states that the project has been deprecated:
The GitLab Inventory Builder project is deprecated. These epics and issues track plans to build out functionality to address similar use cases inside of the main GitLab project:

As such, this MR removes step 5, since it depends on a deprecated project.
