Document how to resize Gifs for social media/blog in the product handbook

Why is this change being made?

I was updating my social media queue with image shares, that include Gifs that exceed social media upload limits (larger than 2048px). This MR documents the CLI step with gifsicle to resize a Gif image; in the product handbook as SSoT.
