Convert Markdown links to HTML in Breaking Changes RSS Feed
Why is this change being made?

The .yml files that we use as the source are in Markdown.
The links in the RSS feed are then pulled into feed readers in raw text:
This MR updates these links manually, however, we should explore adding a .gsub piece to the script that generates this XML file.
