Update **Deliverables** responsibility for Staff Designers

Why is this change being made?

I am more frequently mentoring and coaching designers on creating and using strategic deliverables rather than making them myself. Given that the Staff role is not assigned to a stage:group, the responsibility for creating strategic deliverables is challenging to satisfy. Since the responsibilities cascade from PM to Sr. PD to Staff to Principle, the creation of strategic deliverables is inherent to Staff, however, the Staff role is more about mentoring and modeling and this change aligns this responsibility with the others in the role.
