Consider community contributions for MVP

Brian Rhea requested to merge consider-mvp-nom into master

Why is this change being made?

From #14022 (comment 1136541824)

I noticed when reviewing posts that a couple had a shoutout to the community contributor who added the feature. One I caught early enough and was able to ping the PM to add this as a nomination on the MVP issue. The other one I just noticed today; the PM was already offline for the weekend and I expect we won't get many further votes so I didn't bother in this case, which feels like a missed opportunity/nomination.

Could we add a new ability to the RP generation script to look for links to GitLab profiles and automatically add a nomination?

This MR adds a recommendation to the PM checklist in the release post item MR template to consider community contributions for MVP.
