Add SCM Senior Engineers as project template maintainers

Why is this change being made?

The Project Templates are not currently listed in team.yml. These belong to groupsource code and attract frequent community contributions.

This MR adds existing group maintainers to team.yml:

• @sean_carroll
• @robotmay_gitlab
• @igor.drozdov
• @jwoodwardgl
• @vyaklushin
