Replace Sisense chart for Development Department MR rate

Why is this change being made?

Background information in gitlab-org/quality/engineering-analytics/team-tasks#38.

Development Department's MR rate is going to be based on MRs from all authors. Thus, the Sisense chart and metrics need to be modified to reflect this change. The description of the metric in the Handbook page also needs to be modified.

Author Checklist
