Clarification surrounding mitigation in non-exploitable situations

Reason for MR

There has been discussion regarding the SLAs, specifically the section that references 24 hours to mitigate. This MR attempts to clarify that in cases where we specify 24 hours, there might be situations where a vulnerability deemed S1/P1 can be assumed mitigated and we move that vulnerability to the remediation phase.
