Why is this change being made?

With the reporting structure of Security changing, this MR re-aligns the handbook to match the new reporting structure of Security reporting directly into the CEO once a CISO is hired. This change is needed now to support our active Security audits, specifically ISO 27001 which requires that our policies and procedures accurately reflect the organizational structure of GitLab.
