Added Widely used Acronym for Value Stream Assessment + links to acronyms

Alexander Dess requested to merge alex-dess-master-patch-95977 into master

Why is this change being made?

Added Widely used Acronym for Value Stream Assessment. VSA is becoming highly important for us and gained a lot of traction. Adding this to the handbook helps everyone internally and externally to quickly understand this acronym when it comes up in conversations. Added Some more links for existing acronyms which enable direct access to the corresponding pages.
