Update hiring reimbursement costs to include VMs

Why is this change being made?

MR updates the examples given under Interview Reimbursement costs for candidates to call out Virtual Machine costs on Cloud Providers are also covered alongside machine rental costs as this is likely cheaper and more reachable for most candidates.
