Exclude reviewers-recommender CI job for handbook after the beta release of Suggested Reviewer
Why is this change being made?
This MR excludes the reviewers-recommender
CI job after the release of the beta version of Suggested Reviewer in %15.4. Suggested Reviewer Bot will no longer post recommendations in an MR comment. Recommendations will be placed in the UI dropdown menu after enabling a feature flag. Please, find more info in the press release: https://about.gitlab.com/releases/2022/09/22/gitlab-15-4-released/#suggested-reviewers-open-beta.
