Update Fabio's assigned exit criteria

Why is this change being made?

Previously I was assigned to Improve the API or capture the work needed to h... (gitlab-org&8635 - closed) as DRI for the API Vision WG. Given that this epic has been split into 2 epics and GraphQL API architecture MVC (gitlab-org&5842 - closed) is now closed, assigning directly the remaining epic API v5 (gitlab-org&8115) to myself.
