Add Avielle Wolfe as CI template maintainer

Why is this change being made?

Based on the work that @avielle did during Verify Hackathon June 2022 event, her level of comfortability with CI/CD templates and the discussion around removing the requirement for trainee maintainer issues for CI/CD templates.

This MR also adds Avielle as a backend trainee maintainer.
